Essex Police issued a public appeal on March 11 about an incident in Mount Road, Theydon Garnon, which took place on Sunday at around 9.45am.
According to the police, two cyclists were injured, one seriously.
The incident involved two mopeds, and the force believes it was a deliberate act.
Last night, a 16-year-old attended a police station where he was arrested on suspicion of grievous bodily harm with intent, grievous bodily harm without intent, causing serious injury by dangerous driving, driving without insurance and failing to stop at the scene of a collision.
He has been released on bail until May 2.
An Essex Police spokesman said: “As part of the investigation, officers are carrying out enquiries into two similar incidents in Coopersale Common and Epping High Street.
“We’re still working to identify the victim in the Epping incident.
