The fly-tipped rubbish appeared on a stretch of Brentwood Road between Halfway House and Thorndon Country Park at around 8.30 pm on February 5.
A police investigation has been launched to find the culprits.
At a meeting last week, Brentwood Council leader Barry Aspinell said: “I don’t think there’s anybody here who considered this to be other than a total outrage.”
It comes after news that a cyclist was seriously injured after coming off his bicycle after hitting a pile of fly-tipped material in the middle of the road. He remains in hospital five months later.
A man in his 30s was arrested on suspicion of causing a danger to road users in connection to the incident.
Councillor Aspinell added: “This is something that is going on throughout the borough. It should not be happening today. We are under attack from organised gangs.”
Brentwood councillor Roger Hirst, who is also the Essex Police, Fire and Crime Commissioner, said: “This is where we really need to work in partnership when we get together and deal with it. Together, we can make a difference.”
