The girl was left with life-changing injuries when a motorcyclist opened fire at Evin Turkish restaurant on Kingsland High Street at 9.20pm on May 29.
The men aged 28, 35 and 36 were arrested on suspicion of conspiracy to murder in the early hours of Tuesday (February 25).
They have since been released on bail.
In a statement issued via police, the parents said they did not know if “she will be able to speak or move again” or return “to being the smart, funny girl that she was before”, although she is said to be in a stable condition.
Her family has been informed of the arrests and continues to be supported by specially trained officers.
Three other men, Ali Nasser, 42, Kenan Aydogdu, 44, and Mustafa Kiziltam, 37, were also injured in the shooting.
Detective Chief Inspector Ben Dalloway, who leads the investigation, said: “A little girl’s life was traumatically changed on the evening of Wednesday, 29 May.
“The dangerous individual responsible for those life-changing injuries remains on our streets, and people out there know who pulled the trigger.
“This investigation is not slowing down. We need to hear from those who have information about the identity of an individual seen on a motorcycle in Kingsland High Street at the time of this offence, or if anyone has seen the same model of Ducati Monster.
“We recognise people may be apprehensive about sharing information, but it is imperative they do so.
“They do not need to speak directly to the police.
“They can contact the independent charity Crimestoppers, anonymously, on 0800 555 111.
“Alternatively they can contact our officers via 101, quoting 8082/29May.”
Javon Riley, 32, of Farnborough Road in Farnborough, Hampshire, was previously charged with attempted murder but is not accused of being the gunman.
He appeared at the Old Bailey and was remanded into custody after pleading not guilty.
A three-week trial was set for July 21, although Judge Lucraft indicated it might start later than that if there were more charges.
